IQ70: control front rank late twice

Mechanism and rationale

CONTROL: first or second inside the last five furlongs in two or more earlier runs in today's code, whatever happened next. This is what racing prominently is worth on its own.

The rule

race_type IN ('Flat', 'Chase', 'Hurdle') AND s_front_n >= 2

Reads: race_type, s_front_n
